New Irish Gambling Regulations
We monitor the new gambling legislation in Ireland
A new framework for gambling in Ireland has been needed for many years. The old system relied heavily on the Betting Act 1931, which was initially designed for street-corner bookmakers and racecourse betting! Attempts to modernise the legislation were made as the internet became more dominant and online gambling became possible, most notably with the Betting (Amendment) Act in 2015. This brought online bookmakers under the same licensing framework as land-based bookmakers and, to some extent, modernised the gambling laws.
However, given that the industry still relied on the original (and outdated) laws, inadequacies in the framework persisted, especially regarding how betting companies obtained licenses. In short, the outdated system left a murky set of rules that just weren’t fit for purpose.
And so, after many years of debate and back and forth, a new regulatory framework was introduced and signed into law in October 2024 - the Gambling Regulation Act 2024.
Aside from the need to modernise the industry, addressing Ireland’s gambling problem was another major factor in the introduction of a new framework. It’s believed that about 1 in 30 adults in Ireland suffers from problem gambling, according to research by the Economic and Social Research Institute (ESRI). And with research also indicating that gambling addictions tend to begin in childhood, the need to limit the exposure children have to gambling was a further reason for change.
The Gambling Regulation Act 2024 established a new regulator - the Gambling Regulatory Authority of Ireland (GRAI) - to oversee all gambling, gaming, betting and lottery activities. The GRAI came into force in March 2025.
In addition to establishing a new regulator, the new legislation will impose restrictions on advertising and marketing (including social media), introduce safer gambling measures and a Social Impact Fund, and bring a streamlined, simplified licensing system for bookmakers.
Here’s a breakdown of the key changes:
- A watershed prohibiting gambling advertisements on TV, radio and on-demand services will be in place between 05:30 am and 9:00 pm.
- A new licensing system which requires all remote operators to comply with GRAI regulations, or face financial penalties (up to €20 million or 10% of turnover)
- A Social Impact Fund will be established to support research, awareness, and treatment of compulsive gambling, with operators required to contribute.
- Operators will no longer be able to offer inducements such as free bets or loyalty schemes to specific individuals or groups.
- A National Gambling Exclusion Register will be created to allow Irish players to ban themselves from online gambling.
- A ban on the use of credit cards for gambling, and ATMS will also be banned from physical gambling locations.
The new licensing system is being rolled out as we speak. The window for remote operators and intermediaries to acquire a new licence under the GRAI is open until 1st July, having commenced in February.
Aside from that, though, many of the legislative measures have yet to be implemented.
While changes to your everyday betting are unlikely, you may begin to see some betting companies request details to verify your identity again, as we highlighted here on BetVictor, and as is asked of Irish customers on William Hill too. This is a requirement that all operators must enforce to comply with the new regulatory requirements and acquire a new license.
You may also see some operators pause activity in Ireland, i.e make their sportsbook inaccessible for Irish punters, while they get up to speed with what’s required of them under the new rules.

While Fitzbet won’t be capping the number of new online betting accounts(!), new customers should know they’re likely to benefit from a level of service not experienced before. The launch of Fitzbet is certainly one of the most exciting we’ve had in Ireland for some time.

"The Bookmaker of Wales"
Those of a certain age will remember John Lovell Racing, with the Welshman known as a pioneer in horse race betting and the first to introduce computerised betting to British racecourses. The company was a mainstay of racecourses for nearly 50 years and, at its peak, operated just over a dozen betting shops.
Today, all of that experience and expertise is alive and kicking on Dragonbet.com, built to become the online bookmaker of Wales with a focus on Welsh sports events and teams.
DragonBet has been active in the UK since 2022, but only secured its sportsbook license in Ireland in January 2026.
Bar 1 Betting
- Excellent reputation in Ireland
- Top coverage of LoI games
- Plenty of football & racing promotions
- Nothing unique about the site itself
- Limited live streaming

Bar One Racing becomes Bar 1 Betting
The Dundalk-based company Bar One Racing, one of Ireland’s best-known independent bookmakers, has rebranded to Bar 1 Betting.
The rebrand marks a new era for the company, which began as a small, local bookmaker in 1992, founded by CEO Barney O’Hare, and is widely recognised as one of the leading Irish bookies.
Since its founding, the company has prided itself on great customer service and clear communication, not only to welcome new members but also to keep them happy long term. Speaking of which…
New Bookmaker Features That Have Caught Our Eye
It's one thing for betting companies to attract new customers, but it's another thing to keep them sweet. However, given the competitive market we have in Ireland, it’s almost essential that bookies find creative ways to retain the interest of existing members.
How they do it varies from bookmaker to bookmaker. But in most cases, it's through free-to-play games, new features or new promotions.
Among the latest brands to make additions to their offerings are:
Betfred with its free-to-play predictor game, Goal Builder+. Existing customers can win a share of the weekly €10k jackpot, along with free bets, by correctly predicting five details of the first goal scored in Betfred’s selected Premier League match.
Sky Bet with its new feature, Squad Bet. Available on most (but not all) football matches, members can assemble several players from both teams and select an outcome for them to achieve together. If they do, you win your bet.
Ladbrokes & Coral with their new horse racing bet builders. The product allows punters to combine multiple selections from the same race into one customised bet. The two Entain brands have joined the likes of William Hill & bet365 in rolling out a feature that allows punters to add several legs in one bet, as is commonplace with football betting.
Irish Bookies That Try To Be Different
There are betting companies that have demonstrated there’s more than one way to skin a cat, so to speak, offering a different approach to conventional online sportsbooks and veering away from the focus on market variety and generous welcome bonuses to offer something unique.
Kwiff is a perfect example of such. Since its launch back in 2015, the UK-based operator has centred its offering on the element of surprise, boosting user engagement through Supercharged Odds (a feature that randomly increases odds after a bet has been placed) and Surprise Bets (automatically generated bets awarded at an unspecified time).
The algorithmic automation used by Kwiff today is a concept that had never been heard of or previously tested in the industry. But by offering something original, Kwiff has successfully established itself in a crowded market and even inspired other companies.
For example, the Lucky Dip feature you now find on BetVictor and talkSPORT Bet also adds a similar random and exciting element to the online sports betting experience for users of those brands.
The Betting Companies Stepping into the Future
Just like VAR, Artificial Intelligence is here to stay. However, unlike VAR, AI is only set to get better!
Having already altered many aspects of our daily lives, AI will inevitably play a huge role in how we bet in the future, too. And it’s something some betting companies are already embracing...
Netbet - Blending AI and Betting
Available in both the UK and Ireland, Netbet launched the industry’s first AI-powered betting assistant, ‘Bet AI’, in 2024, a tool designed to engage users and provide a seamless, intuitive betting experience.
Those using the tool can check betting rules, information about upcoming events, view betting odds and sports data and even get assistance with placing a sports wager.
Most impressively, perhaps, the Bet AI Assistant promotes responsible gambling by recognising signs of distress. In such cases, the user is provided with a link to the contact page so they can find advice or speak to a (human) customer assistant.
Midnite - “We’re Not Your Grandad’s Bookie”
Punters visiting Midnite for the first time realise pretty quickly that this isn't your regular betting company. And those first impressions aren't wrong!
The website is slick, simple and vibrant, and built for a younger crowd, with the company positioning itself among the next generation of online bookmakers for millennials and Gen Z football fans. Midnite's witty marketing slogan, “We’re not your Grandad’s Bookie", summarises the brand's position perfectly.
Their message also plays on the idea that there are alternatives to the list of legacy bookmakers that still dominate the UK & Irish betting markets.
Midnite is widely recognised as one of the industry’s fastest-growing brands, with sponsorship deals with EFL Championship clubs Sheffield United and Southampton, as well as partnership agreements in snooker for two of the sport’s most prestigious events, further boosting the brand’s presence and popularity.
Our Approach to Covering Betting Sites in Ireland
As mentioned, we track the Irish betting market and highlight Ireland’s top online betting sites. However, we don’t just throw the spotlight on any old betting company.
We only recommend bookies that comply with current Irish gambling regulations and have a license to operate in Ireland from either the Revenue Commissioners or the newly established Gambling Regulatory Authority of Ireland (GRAI).
Every betting site we highlight is listed on this Register of Licensed Remote Bookmaking Operations in Ireland and is considered a safe option for Irish residents betting online.
If you wonder why certain betting sites are omitted from our recommendations, it’s because they’re not legally permitted to operate in Ireland. Being licensed is important for many reasons, but in the main, licensed betting sites protect your money, ensure fair play and player protection and provide responsible gambling tools to help prevent and/or combat gambling addiction.
How We Decide Which Betting Sites to Feature
In addition to being licensed, we also consider other attributes of an online bookmaker. These are among the key areas we look at:
Some bookies cover Irish sports and events better than others. For example, BOYLE Sports is great for Gaelic Sports and few sites highlight League of Ireland matches better than Bar One Racing. We monitor the coverage of Hurling, Gaelic Football and the Irish Premier Division on every betting site to see how well each sportsbook is optimised for Irish sports bettors.
We believe a fully rounded sports betting site takes care of members beyond claiming the welcome bonus. The top bookies offer free bets, money back specials, acca boosts, loyalty programs and free-to-play games all year round (and not just for big events).
Pretty much every bookie in Ireland offers cash-out, a bet builder and racing live streams. But to which level are these features offered?
Companies including Bet365, Betway and Betfred, for instance, offer partial cash out and auto cash out, giving you even more control over your bet.
Meanwhile, there are a handful of bookies with horse racing bet builders, allowing you to combine several markets into one price, just as has been the case with football matches for some time. And, as mentioned, it's almost a given that a betting site has live streams for racing. But what other sports/leagues/competitions can you watch?
In addition, we highlight new features that increase engagement. For instance, Sky Bet's newest feature, Squad Bet, allows you to bet on an outcome achieved by a squad of players selected from two teams participating in the same football match.
Nobody has time for a website that is slow to load or poorly laid out. Nor does anybody have the patience for a convoluted sign-up process. Hence, we look at how easy a site is to navigate and identify the bookies that prioritise a seamless betting experience from start to finish.
How you can deposit and withdraw money - and the speed at which you can do both - is a factor we look at closely.
The availability of debit cards, e-wallets (PayPal, Skrill, Neteller) and mobile payment methods (Apple Pay, Google Pay, Revolut) is essential to meet the needs of all customers in Ireland. Within this, we also pay attention to betting sites that accept low deposits and test how quickly bookies credit winnings.
It’s reassuring to know there’s a good level of support to rely on if there's ever an issue. We check whether a bookmaker has Live Chat and, if so, when it's available (is it 24/7 or only during the day?). We also consider the availability of other options, such as phone and email, and how friendly and responsive the support is.
