There have been just over 350 hat-tricks scored in the approximately 11,300 Premier League games to date, making your (very rough) chances of correctly calling a hat-trick at around 3%.
That approx. 3% probability of a hat-trick being scored in any given Premier League match translates to odds of 32/1 (33.0). When you take into account the probability that your selected player in your selected match must be the one to score that hat-trick, the odds are astronomical.
Goalscorer markets don't usually provide great value options.
With strikers typically priced at between 33/1 and 100/1 in the 'player to score a hat-trick' market in any given match, it's clear from the above that this represents dreadful value from a betting perspective.
